In 1978, under the impetus of its socialist mayor Charles Hernu and its cultural representatives, the city of Villeurbanne became the territory of an innovative cultural policy to "promote meetings between inhabitants, citizens and the act of culture which whether ". The same year, the city welcomes the New Museum which will become the Institute of Contemporary Art. For its public spaces, parks and gardens, it will implement a series of ambitious commissions from leading artists. Enriched over the years by other sponsors, this contemporary collection, a veritable open-air museum, is exemplary in many respects.
